Wine Imports and Exports in Brazil: What Are the Regulations?

Exporting wine and spirits to Brazil involves adhering to strict regulations designed to ensure product quality and safety.

Required Authorizations

The Brazilian market is regulated by several agencies, including the Ministry of Agriculture, Livestock, and Supply (MAPA) and the National Health Surveillance Agency (ANVISA), which oversee food and beverage imports.

To export wine to Brazil, exporters must first register their products with MAPA, providing detailed product information such as origin, composition, and production methods. Products must then be analyzed by a laboratory recognized by the Brazilian Ministry of Agriculture. If products are approved by MAPA and the analysis laboratory, the exporter receives a Certificate of Origin and Analysis (COCA) allowing them to export to Brazil.

Applicable Taxes

In 2023, Brazil ranked 14th globally in wine consumption, with a total of 400.8 million liters consumed—a remarkable increase of +11.64% compared to 2022. South American wines that benefit from trade agreements with Brazil are the most widespread in the country. In 2023, Chile retained its position as the leading exporter, holding over 40% of the market share. That same year, Portugal overtook Argentina to claim second place with 23% of imports, followed by Argentina and Spain. While still associated with a sophisticated lifestyle, wine consumption in Brazil is increasingly becoming accessible to middle-class consumers, particularly with red wines, which account for around 69% of the country’s total wine consumption. Sparkling wines are also gaining popularity, especially during special occasions. For spirits, the market saw a decline in 2023, except for vodka, gin, and bourbon, which continued to grow.
